I was getting ready to ask you a question but you answered it here. Yes, Cardio will work but how much depends on th individual. The extra fat you are carrying sounds like it is probably the first places that you noticed it in the first place. Remember this rule... First on Last off. You will lose the fat it is just going to take a little longer and perhaps a little extra work. Like losing any other body fat, try adjusting your diet and activity levels until you find what works. And don't forget the good fats like Flax Seed Oil.
