High carb diets are only part of the problem. All be it a large part... But you also have to look at a persons activity level, and what else you eat. Is it possible that the rice is not the real problem here as I'm sure that rice is eaten as a staple for most every Southeast Asian. There are, however, those who have found a way to remain slim. Some of this may be genetics so that will also have to be taken into consideration.
