Post Please let me know if I'm doing this right.

I am a 23yr old female, 5'3, 141pds and my BF% is 25. I have been going to the gym for about 5 months now. My goal is to lose body fat, get muscle mass and tone my body. (If that makes any sense). Below is my workout schedule. This schedule has made me lose some inches, but has not toned my body or made me gain any muscle. Can someone please tell me why I am not achieving my goals?
Monday-Abs, Chest, Triceps, 20 min Cardio.
Tuesday-Abs, Legs.
Wednesday-Abs, 30min Cardio.
Thurday-Abs, Shoulders, 20 min Cardio.
Friday-Abs, Back, Biceps, No Cardio.
Saturday-If I get to the gym, I do a different routine on legs.

Also, I'm not sure what to eat and I'm not sure what vitamins I should be taking. I'm currently taking- Vitamin B complex, C 500mg, E 400mg, Multivitamin, Coenzyme Q10 30mg, and Grape Seed Extract 100mg.

I appreciate any responses.

well your legs must be real skinny then if u want
more fat on your legs that is what you meant right ?anyway if it is then have you heard about all these sports people who stop there regime they get fat so maybe you should stop your exercise and watch your firmed up legs turn to fat which will make your legs fatter and then start to train again to firm your fat legs up lol

ur routine looks pretty good to me...what are u eating? that could have alot to do with the results u really wanna see

Sorry that I haven't replied sooner, I've been sick this last two days. Anyway thanks for everyone’s replies.

To answer your question about what I eat:
Morning- sometimes egg whites on whole wheat or turkey, one slice of cheese on a scooped bagel.

Snack- a yogurt or a banana or a mango.

Lunch- Tuna on whole wheat or salads with turkey and shrimp and of course a scoop of ranch dressing.

Snack- another piece of fruit.

I also drink a red bull everyday around 3pm.

Dinner- I make this already prepared frozen stir-fry meal or I'll make a steak or chicken on my backyard grill.

Well, that's about it. Do you think it's ok?
