No you can't spot reduce parts of your body you need to reduce bodyfat all over.
A really good balanced diet is weight watchers, but if you don't want to do this drink lots of water, cut down on any fried, fatty foods. Cut down on sugar and increase fruit and vegetables. Also include protein( meat, cheese etc) and carbohydarates (bread, rice Pasta etc).
