You CANNOT spot reduce. Losing fat in one place is a myth. You have to lose fat everywhere and unfortunately our genes control where it comes and goes from first. Women tend to get hold fat the hips and thighs. Doing dome strength training with your legs might even out the look (squats, deadlifts etc) but you can't get rid of fat in just one area without resorting to surgery. Clean diet and cardio can help you get healthfully lean, however.
