If that is your true bpm, that is probably not low intensity. Make sure that you are going by your pulse, not a cardio machine. Low intensity for me is walking on a treadmill at level 15 incline at 2.6 - 3.0 mph. It's a slow pace, but still makes you work and keeps pulse significantly and constantly elevated. Keep in mind for cardiovascular health, going high intensity is good sometimes (a la HIIT for added fat burning).
Check out any of the "target heart rate" calculators online and work toward the lower end of your range. In the "fat burning zone" as most of them call it.
