Question 30 minutes exercise. 5 days a week?

I jog about 3 times a week, it usually lasts 20 minutes and the village i live in is very hilly so its not your average flat run.
Having said that, because I only work out 20 minutes a day 3 days a week (doubling my heart rate during the jog and breaking a sweat) its not enough.
Is this true? I'm a 19 yr old male by the way.
