Cataracts can develop over a period of a couple weeks to many years. There are different types of catacts, and the time period for each to develop is different.
Some cataracts don't affect vision at all, while some cataracts severely reduce vision. Somebody can have a cataract and still be able to see '20/20'. Again, it all depends on the type of cataract and the location of the cataract.
