Since it is strabismus we are talking about, I can tell you my experience. Yes, strabismus can be treated with surgery in your 30s. Yes, it can be successful. You need to consult with a board certified pediatric ophthamologist who works with adults with strabismus, preferably an AAPOS member. I don't know where in canada you are, but there are some excellent POs there. If you live near a children's hospital, that may be a good place to start looking for an ophthamologist. Make certain you feel comfortablw with the Dr. you choose, and make sure you get a second opinion before agreeing to surgery.
Good luck
