Mucous comes from specialized cells in the conjuntival epithelium tissue under your eyelids. The epithelium is the surface layer and these are called Goblet Cells. They are essential to formation of a healthy tear film and good vision. If You mean the mucous like dischages people get in their eyes at times, it is more likely composed mostly of white blood cells or lymphocytes in response to an infection or allergen.
