Lots of people have second toes that are longer than the first. You don't say how much longer, but my second toe is about 1/4 inch longer, and my third toe is exactly the same length as the big toe. I guess if you really wanted to fit into a different shoe size, you could have them chop off the tips of your toes, but then you wouldn't have any toenails there and the pain of surgery, etc. If the webbing really bugs you, that is likely a very simple surgical procedure that might even be done under local anesthetic. I guess the place to start with that would be your family doctor.
But my advice is to just embrace your toes, however weird, strange, or ugly you think they are. Seriously, unless you have a foot fetish, you've got to admit that most feet are kind of weird looking. Next time you're at a pool party or hanging out with a group of people in sandals, check out other people's toes. I don't think that there is any such thing as "normal" toes, so don't worry about yours.
