Lazy Toe

Can anyone help?? For years I have had what could only be described as a lazy toe. My second toe doesn't sit flat on the ground its just kind of "hovers" in the air. If I push it down with my finger it goes to the ground quite easily with no pain. I don't have a bunion and my feet are quite straight otherwise. Sometimes it causes problems with footwear as it feels like it has been pushed out of the way because its not strong enough to stay amongst the other toes. Any ideas why this could be and if there are any products I could use to "train" it to stay down? I've had the problem for as long as I can remember.
