numbness in small section of foot

Hi. I have been searching for a reason why part of my left foot is not the same is on my right. It is from my pinky toe down a half inch and just part of the toe next to it. I do have bad circulation in my legs and have had an ultra sound on both to see about any blood clot, which came up negative. I wear compression sock to help my legs from swelling up with water, thus hurting when I kneel down or sit on my legs. I also have had my fingers go numb when eating. I know that if you hold your arms over your head you can slow down the blood flow, but how can just eating a meal cause your fingers to go numb.
Would a regular doctor be able to diagnose these symptoms or is there another one to see?
