I had both peroneal and posterior tibial tendon (PTT) surgery (4/11) and I have not had any issues with my achilles tendon. Did you go to PT? It might be an option for you to seek a physical therapy evaluation as they may be able to help relieve your pain.
Something else to consider is that your complaint sounds more like a posterior tibial tendon problem as it is common to lose the ability to raise your foot onto the ball of your foot if the PTT is dysfunctional. Therefore, you might consider being re-evaluated by your surgeon. Sorry, I can't be more helpful.
