I had heel pain that I thought was fasciitis (I didn't got to a doctor). I did the heel wrap thing but it never had any effect. Later on, when I experienced the symptoms of heart failure I started doing a lot more for my heart (magnesium, Vit E, Q10, flax, mega C etc.), and as my heart started getting better, the foot pain went away.
I don't know if that applies to you, but I just thought I'd throw that in as my experience with heel pain. I suspect that when the dr. diagnosed you with plantar fasciitis, what it means is you told him you have heel pain. "Itis" means inflammation, and plantar fasces is the muscle(s?) in your heel. If he didn't give you antibiotics for the "inflammation", then he was just giving you a Latin name for "heel pain".
