Hello tdud9055, firstly, if you don't have pain, I wouldn't do another operation just for drooping toe; you cannot guarantee that the second operation will make it better! Regarding the reasons why it is drooping - I know that mine were mis-alighned in the first istance; why? - because the doc wasn't diligent enough to do his job properly. When mis-alighned, tendons which hold the toes are extended/ shorten unevenly. Also, in my case, I think some muscle were damaged. I also have my nerves cut on my second toe (this toe is particularly drooping and it is very much floppy) I cannot move this floppy toe at all and I don't feel it either. I have my post-op follow-up on 24 March, so I will ask the doc about the exact 'anatomy' causing toes either stick up or droop.
