Nope, not Bell's Palsy. That's the facial nerve, which pretty much just does muscles. The nerve that supplies the skin on the face is (mainly) the trigeminal. This might help you if you want to do some research. She should see the doctor to find out if there is a cause for the numbness (nerve compression from various causes or also injury or disease processes). She can start with her general practicioner, but may be referred to a neurologist.
