I've gone through this off and on for years and come to the conclusion it is anxiety, particularly if the stairs are really long and steep. Kind of a fear of heights thing. I found if I was with someone and they were talking, I would concentrate on what they said and the fear wasn't so great (but I still clung to the banister and went very slow). For me, the fear lessened as I got older, but maybe it's time to seek counseling if it's impacting your life negatively.
Another thought--could it be your vision? It's horrible to go down steps with bifocals.
