Hi...it means you have a yellow pigment in your skin. The thinner the skin in a specific area, the more the veins will show and the yellow in the skin will have the veins looking greenish.
If your skin colouring is sallow, if you have yellow underpigment and are fair, or you have a tan or artificial tan...that will be the reason for the colour perception. All veins that are going to the heart have no oxygen and are blue, what's over that changes the look from blue to aqua to green to even teal.

The other thing could be if you have a tan or artificial tanner on your skin, it will produce the same effect.
