Numbing of fingers when they get cold

If my hands get cold they turn white to the nuckles and get numb, which is most of the time. Mostly my left hand. The hand turns red up to the nuckle. This happens if I have a cold fruit or vegtable from the fridge and if I'm in air conditioning also. Once when giving blood the vain shut down and the hand became very numb. Most of the time I try to cover the hands to keep them warm. Once this happens its very hard to get them warmed up again.
Thanks for any help you can give to me. Should I see a vascular doctor???
