An ENT - Ear, Nose and Throat doctor.

The technical name for a ENT doc is an otolaryngologist.

A primary doctor who can rule out the obvious and send you to the appropriate specialist which could be an Ear, Nose, Throat Specialist, and Allergist, or another specialist dealing with these issues.

But you start with the primary or GP.
