This all started after I got my teeth cleaned at the dentist. The technician used the numbing solution to numb my gums and got some on part of my lip. The very next day I had a red blotch on my upper lip. I thought it was a cold sore at first, but there were no visible puss pockets. Just some very tiny, barely visible white bumps.

This was several weeks ago and it finally went away, but just recently it came back again. In the very same spot! Literally over night. I noticed this just today but didn't notice it yesterday. What could this be? A bug bite? Below is a picture.

I'm thinking it's Herpes. People contract HSV-1 by touching infected saliva, mucous membranes, or skin. Because the virus is highly contagious, a majority of the population are infected by at least one herpes subtype of HSV-1 before adulthood. Maybe you got it from infected dental tools? I sure hope not!
Try taking zinc and vit. C and see what happens. Let us know how you're doing.

Hello and thanks for the response. i've gotten cold sores on and off since I was a kid and I think this is a cold sore because it developed a white head earlier today and I was able to pop it. However, I'm puzzled on why it would come several weeks ago, go away, and then pop up again last night. I've never had that happen before. Is this something to worry about? As far as I know I have no immune disorders and recently tested negative to HIV.

You really don't have to have an immune disorder to have an outbreak. The herpes virus just lingers in your system, waiting for you to get run down. That's why I suggested the zinc and vitamin C during outbreaks. I get the canker sore outbreaks in my mouth when I don't take care of myself and the zinc/C works for me.
Think about what you may have done recently to run your immune system down.
