Hi sometimes being hungry all the time is a lack of food or hypoglycemia blood sugar problems. Has there been a blood sugar test?
Some foods which have complex starch such as whole grains, whole wheat bread, nuts or nut butters, vegan butter, rice, potatoes with skins, sweet peppers may take a bit longer to digest and make a person feel less hungry.
