Question Why can't Brain jumpstart Heart?

I see all these heart attack victims and once their heart is down we can jumpstart the heart with Defibs but the brain fails to do this, why?

Not enough energy? In "shock" so it can't? The brain constantly sends signals down to keep it pumping, why can't it just restart the thing if it shuts down?

I can understand in some cases people doing CPR the heart may start back up again.. I think this is true.
