You need to see a doctor for proper diagnosis and treatment.
No doubt you have a very bad case of "yeast" infection. Yeast will grow on the outside skin same as it does inside the vagina. A white discharge goes along with yeast infections as well as smelling bad.
Ointments like A&D will trap moisture next to the skin. Yeast loves warmth and moisture.
Use a hair dryer to help keep area dry. Wear only cotton underwear and loose cotton clothing so air can reach the area.
