Lump between sternum/rib cage

I have a small lump (maybe an inch in diameter) on my costal cartilage area. It is hard, not painful when pressed. It appears to be underneath my ribs/cartilage and pushing the bones/cartilage outward. On the outside of my ribs/cartilage there is a rubbery-like smaller lump that moves, like it's coming directly from where the lump is. Another thing is I have a small red speck directly in the center of where the lump is that's noticeable to the eye and has been visible for months and is not going away. I think "cherry angiomas" is what it's called?

I am really worried. I have no insurance and am terrified about what this could be.
