Question flailing arms

My neighbor, who had a mental breakdown 11 years ago, sometimes flails his arms up in the air. I sometimes wonder if he's faking this, or could it be an actual problem?

He very well may be, but Tourette's syndrome or Parkinson's disease do sometimes present as flailing arms. Also autism in children.

Thanks for your response. I know he doesn't have Tourette's or Parkinson's. I guess I was just wondering if it could be related to his nervous breakdown from years ago. Thanks again.
