Question Can't fall asleep - eyes moving under eyelids

My husband is having issues falling sleep
He usually try to go to bed around 11:00 pm at the latest but he can't fall asleep until 2-4 hours after (sometimes he can't sleep at all). He wakes up at at 5am, sometimes later because he is too tired and feel tired all day long at work.

So he lays in bed for hours. His eyes are closed but he can feel them moving all over the place (I don't think is REM because he is awake.) making uncomfortable to fall sleep

He had tried muscular relax pills and some sleeping pills but seems not to work for long term solution (help him to sleep an extra hours when he is under medication but it hasn't fix the problem).

one thing the problem started after he took some back pain relieve medications due to a injure in his back.

Can you tell me what seems to be the problem? or what else can we try?
