Can topical minoxidil interfere with moods?

I've been prescribed topical minoxidil for hair loss. My question is, does minoxidil enter the blood stream through topical application? Because if it does, it definitely passes through the blood-brain barrier and interfere with your moods since minoxidil is also an anti-depressant.

I've been feeling pretty weird after each application. I'm super cautious about anything affecting my moods (have had a very horrible experience) but then you never know if its placebo or what. So please do advise: does it cross the blood brain barrier?
