Shaving will not make the hair come back worse. It was proven in several studies during the 20th century, the first by Dr. Mildred Totter in the 1920's, that shaving does nothing more than make hair shorter. It's an old old wives tale people won't let go of.
Bleaching is a good option for many people. For some, it does make the hair more noticeable.
Some people have terrible reactions to waxing. And, if you've never had hair free arms before, I would shave first to make sure you like the look.
Unfortunately, it's trial and error to see what will work the best for you.
