Temporary hair removal includes, cutting (shaving, trimming), depilatories (Nair,etc.) and epilating (waxing, tweezing, threading). Permanent methods are laser hair removal and electrolysis.
All of the above methods have their pros and cons. You should not have any ingrown hairs remaining from last summer. Have you been exfoliating? Shaving doesn't cause acne. If you had some infected follicles, those could have resembled acne.
Nair and other depilatories are caustic, so be careful and follow the instructions to the tee.
Why are you opposed to waxing? You'll stay smooth longer if you have your back waxed.
