Paper? You're positive it was paper before? I have never heard of using paper for the foiling process.
The breakage has to do with a number of possibilities: Overlapping the foils too much, foiling already fragile hair, using too high a volume developer, foiling hair that had too many chemicals already in it (perm, relaxer, excessive bleach...etc.), leaving the foils in too long, too long under heat..........there are so many possibilities. I would get a trim and a deep conditioning treatment if I felt I had breakage. I would also call the salon manager and ask him or her to look at it. If they are at fault, they should throw a deep conditioner in for ya. Good luck.
