Constant Headaches after Non Related Surgery

My brother had a routine surgery 6 weeks ago, he had a hernia in his lower stomach, his small intestines sticking out, the size of a golf ball. The doctor said he did not have to have it operated on but if it started to pinch and hurt he would have to get to a hospital quick. My brother just graduated from UGA and likes to camp and travel abroad. So he had the surgery.
The surgery was fine. Everything regarding the hernia, pain after surgery etc... was routine. However he has experienced bad headaches, migraines and general headahces mainly in the front since the surgery.
It has been 6 weeks and he is now worst than ever. He has been to the hospital twice since the surgery. The first time they gave him a shot of Demerol. It did not break his headache, the second time, last week, he stayed four nights, the Neurologist prescribed a DHE IV. His headaches did not go away, but the meds kept them at a 2-3 range (10 being the worst). As soon as we brought him home, he went to his room and has not left the bed, sleeping only 2 hours every 20. He has DHE shots he gives himself (Intermuscler) but they do not work.
While in the hospital he had a MRI, MRA, Lumbar test (spinal fluid) and many blood and urine test. All negative.
My brother is 23, he does not smoke, drink or do drugs (nothing) and is very healthy, he worked at a camp this summer in the woods and is very athletic.
It has been six weeks and he is in the worst shape he has been. He has taken Imitrex, Zomig, Soma, Elavil, DHE, nothing works. He has only taken narcotics (Vicodin) once are twice, he does not like taken meds, the make hime feel funny.
We live in Atlanta and he has insurance, we are also blessed with enough resources to send him anywhere in the country if it will help.
If anyone has heard of headaches after surgery, (non spinal anesthetic) are has information on headache clinics in the Southeast where the will admitt him in to the hospital. Please let me know. We have seen 3 Neurologist and they are a wast of time, the prescribe a drug and if it does not work and the test come back negative they do not know what to do. Thanks for your time.
