Federal HIPAA Mental Health Parity Act of 1996 Applied Prohibited insurers and HMOs that offered mental health coverage from setting annual or lifetime dollar limits on mental health benefits that were lower than those for medical and surgical benefits. Mental health benefits were not required to be offered and plans were still allowed to set coinsurance amounts and limits on the number of visits or days of coverage. Applies to all group insurance policies except those covering small employers who have fewer than 51 employees. Sunsets December 31, 2002(Effective January 1, 1998
