Washington state has something called "The Basic Health Plan," the premiums are based upon one's income and therefore more affordable for lower income folks. Other than that, I'm not aware of any states that cover anyone no matter what. Countries, now...that's another kettle of fish.

The US is the only "first world" country that does NOT offer complete medical coverage for its citizens.
