....I actually work for the company, however not on the HMO side.
Here's what I can tell you.... Certified mail will not help, it will actually take longer (I’m talking weeks) to reach a customer service representative.
As far as small claims court, you should contact the Insurance Commissioner first if you think the insurance company is not following the law.
As a customer here's what I would do. Have Halifax send you a copy of the claim. It's called a UB92. Call the customer service number on the back of your ID card and ask for a Supervisor,(STAY CALM when you talk to them, you get more flies with honey) explain your situation, get their name and number and ask if they will accept the fax themselves, then ask for a follow up call after it's been received.
Normally you shouldn't have to be so involved with getting claims processed, but obviously BCBS and Halifax are having a problem getting their stuff together on this one. By getting the claim and
faxing it yourself, you KNOW it's being done.
