This can depend on the state. In mine, to recieve Medicaid you have to meet one of the following conditions (all of which are the MIMIMUM required by the feds):
-Be preganet and less than 200% of the poverty level.
-Be 2 years post partum and less than 200 % of the poverty level.
-Be eligible for SSI assistance, and less than 100% of poverty.
-Be less than than 21, and less than 200% of poverty (there are no income tests on this last).
-Be confined to a nursing institution, have no assets, and have income less than 185% of poverty.
There is no medicaid otherwise. Even if your unemployed, applying for diability, have cancer, and are dying, there is no medicaid.
Sorry, I'm assuming based on your initial denial of medicaid, that the reason was based on this type of state.
