Your dizziness and pain along with your palpitations/flutters mean you should go see your doctor. But don't be scared. There are treatments to make you feel better. My son had two arrythmias cured through an ablation (as another person mentioned), but his problems had persisted for several years before he had this outpatient procedure. He also responded to drug therapy. Or sometimes these rhythm problems can come and go for periods of time and don't require treatment. Don't guess, tell your parents and see a doctor. And don't let doctors brush you off because you're young. If a GP doesn't respond, see a cardiologist.
It's OK for your resting heart rate to be below 60 as long as you feel good and not fatigued or dizzy.
I'm not a doctor, just a mother. Take care of yourself.
