I doubt there's anything to worry about. When your heart skips the occasional beat it is often interpreted in really weird ways. I get a bizarre hollow feeling in my chest that is positively other-worldly but my skipped beats are rare (maybe once a month) and if one or two pop up it's usually a sign that I've skipped my magnesium for a couple days.
I'm sure that the weird neck feeling is just something like that. The more deeply you look into how it feels the weirder it will seem...called hypervigilantism, or human nature
Remember too, that your BP sensory mechanism is located in your neck's carotid artery.
