Percentages are fine only for reading pleasures. When it comes to risk of diseases, esppecially those which are not accurately measureable and successfully curable like coronary heart disease, the goal should be keep the risks AS LOW AS POSSIBLE.
Training with weights will not help much, cardiac excercise is aerobic. any excercise which can raise hour heart rate to atleast 75% of maximum heart rate will only help. To get the best results, do heart healthy excercises atleast 4 days a week.
