It is true, you don't want to exceed a heart rate higher than what is acceptable to your age and condition.
But I don't believe your treadmill is accurately calibrated. There are 10 treadmills where I exercise, and all are properly calibrated and maintained. A 3.0 is a walk calibration and 4.0 is a low reading for a jog.
Your system is compensating and may be over compensating with a 160 HR, however, I don't blieve eschemia (heart artery blockage) can be ruled out. I have a totally blocked LAD with a collateral-vessel natural bypass, and I have no angina. I experience fatique when the treadmill is inclined. At 3.6 my HR reaches 126. For you to read 160 at 3.0 is puzzling!
