Chest tightness, shortness of breath in a young man: dangerous?

My expertise and personal experience is with arrhythmias. I know little about heart disease.

My 30 year old fiance is somewhat overweight, but not obese. He's been overweight for fewer than 5 years. He eats a poor diet and hasn't exercised in about 7 years (but was extremely fit before that). He recently told me that he has shortness of breath and chest tightness after activity (e.g. climbing stairs or a hill).

In someone his age are these sypmtoms signs of heart disease, or just signs of being inactive? Would getting fit resolve them or does he need to see a cardiologist?
