I would resist the pacemaker if possible...look on it as VERY last resort. Yes, beta-blockers can work very well but willl lower your BP and cause you fatique and probably some weight gain. Obviously they work better for someone also trying to control hypertension (or angina.)
BUT, do try the magnesium...start with 500 mg. MgO. Somtimes it works INSTANT WONDERS and it really has no side effects. Honest, the tie-ins between magnesium and heart rhythm are legion.
But go a week with that heart monitoring doojiggy to get some baseline readings and then start the magnesium. That might show a distinct difference.
Make sure you take an aspirin a day...anyone with rhythm irregualrities should,
