I think they are trying to reassure people that now that docs and others take very careful blood precautions (since the terrible errors that were made in the early years of HIV), there is no reason to worry overmuch about medical procedures done NOW. This is likely true. But the blanket statement implying that it couldn't happen, as if it never had done, will only confuse people.
Just further on the over-optimistic tone of the quoted paragraph, i believe there IS a documented link to military service if combat is involved. The vietnam-era vets can certify this, and indeed, even today it is probably not realistic to think that all proper blood hygeine procedures will be observed in battlefield conditions.
On a brighter note, my son in law , of the 4th Infantry, is back from Iraq! Long story, but he is here, safe and sound, and his wife and baby (and daddy in law) are SO happy!!
some good things happen, every day. we just have to be alert and try to be in the right spot when one hits!
