Hernia Surgery Results Question

My husband had surgery to fix a sublingual hernia (groin hernia) 3 weeks ago. He is left which a large buldge in the area of the fixed hernia. It still looks like he has the hernia. The doctor said that this was normal because a mesh was put in and it will take several months for the large buldge to go away. Does this sound normal? The buldge is hard unlike the hernia. Please advise. Thank you!
