I think you need to relax a little bit - what is making you think you have genital herpes? Simply your genital symptoms? I agree with the above poster that you are highly likely to be seeing effects from your decision to shave the genital area.
Genital herpes is a sexually transmitted disease. It is feasibly possible to transmit it in other ways - as the above poster says, from sharing wet towels, for example, but that would be exceptionally rare. If you have never had any kind of sex - and that would include oral sex, as herpes can also be transmitted through oral sex - it is very, very unlikely that you have genital herpes. There is a small possibility, if you have oral herpes, that you have transmitted it to the genitals, but once again, the chances are very low.
Try to put your mind at rest - sounds like bumps from shaving to me - very common. Hair follicles may be infected down there. Is there a small hair inside each bump?
