"Genital" herpes can be anywhere in the region that would be covered by a pair of boxer shorts, and on a man, does not need to be present on the penis (an outbreak could be just on the scrotum, the inner thigh, the anus etc etc).
Edited because the below poster is right, herpes can be anywhere - but it could still be regarded as "genital" herpes even if for example on the inner thigh rather than actually on the genitals, as the same area of nerves is involved.
herpes can actually appear anywhere on the body b/c it is transmitted by skin-to-skin contact, back, arms, hands, bum, etc. so yes, you CAN have it on your scrotum but not your penis if it was your scrotum that came in contact w/an infection.
I agree, it can be anywhere. I'm female and i didn't initiate in anal sex, yet my first and other ob's all appeared at my anal area, whereas majority of the females who have posted on this board seem to have it at the vaginal/labia area.
With males, some who get it at the upper part of the inner thigh mistake it for being jock itch or something like that.
