Although the disease is only contageous around the time of an outbreak, there is always the risk that the start of an outbreak is not noticed until after shedding has already started.
In any case, condoms are not an effective means of avoiding herpes because the virus can easily be transferred during the process of put the condom on.
Thorough washing before and after sex, preferably with an antiviral soap such as polyvidone iodine (ask at your pharmacy), is probably the safest procedure to adopt.

My husband was on suppressive medication (Valtrex) and never had an outbreak that he knew of. We didn't use protection and I contracted Herpes due to his viral shedding.

That is what worries me about the constant use of oral acyclovir that seems to be recommended in the US but not in Europe. Here, it's a five day course and then wait until the next outbreak. At least that gives an idea of the frequency. Outbreaks are often months to years apart so why dose constantly on a suppressant medication? I think you know the answer.

Valtrex was suggested by a Dr. as a method of suppressing the virus and, through suppression, decreasing the odds of transmission. It was poor advice and I would like everyone to know that viral shedding still occurs while on Valtrex.

I, on the other hand, am taking Valtrex daily because of the frequency of my OBs. Many people can decrease their OB through a healthier lifestyle (diet, exercise and limiting stress) and may not need daily meds. However, some women experience numerous OB triggered by their menstrual cycles and that is out of their control. I wouldn't discourage using daily suppressive meds.
