If one partner has oral herpes (typically type 1) and performs oral sex on their partner they can transmit type 1 to the genitals of the partner.
If one partner has genital herpes (typically type 2) and receives oral sex their partner could get type 2 orally.
Either type can be oral or genital although they say oral type 2 is rare but there are lots of people on this board who have type 1 on genitals.
