No, your pulse rate is independant of your blood pressure. It only indicates the rate at which your heart is beating.
Regarding blood pressure, as blood is pumped through your body, it exerts pressure on the walls of your arteries. The systolic blood pressure (that's the top #) is the pressure against these walls when the heart contracts, and the diastolic blood pressure (the bottom #) is the pressure when the heart relaxes.
